Councillor blocks title grant, wants title, not eligible

I have laws allowing female councillors but not title grants to women. I was in regency and tried to grant a title but several female councillors blocked it saying they're unlanded so they should get a title first, but like I said, they're in ineligible.
I had a similar problem in the past when granting a dutchy was blocked by landless councillors even though they can't get a dutchy without a county.

I thought I saw a bug report for this already, but I can't find it.

I'm seeing this too; my female court chaplain is voting no on county grants, despite being female and therefore ineligible to be granted the county.

I did report long ago landless councillors blocking duchies but I don't think anyone noticed. I don't know if that's still a problem.
I tend to take back title grant sovereignty ASAP.

I have the same problem: landless councillors prevent me from granting a dutchy even though they can't get a dutchy without a county.
