I've had them get as high as early 30s before... I'm not sure there even is any sort of limit. Pretty much depends entirely on traits/any limit (also unsure) in place for base stats.

Pretty sure there isn't one. I've seen low 30's. That said, scores above the low 20's are exceptionally rare (as at some point it requires high base stats, high education, genius and a few other traits going the right way).

The player, of course, could get above this. (When the game was first released, the amass wealth ambition could be repeated, and some players consistently got stewardship to high levels).

The maximum of any stat is about 125 base+all the modifiers you can find for it. If you go much beyond that the game will register your score as a 0. Even before that things can get a bit buggy, if A councilor's score is above about 100 their contribution to your technological growth rate (from their contribution to state learning/diplomacy/stewardship/martial NOT from the research xxx mission) will be massive and negative. For any event based councilor action, there's no point in having a councilor beyond about 15 skill as the MTTH for council events is minimized at that point. With that said, it can be pretty fun to have councilors that provide ~ +750 % tech growth or a marshal that gives you +150 % levies in a county.

This is not true. It used to be the case several patches ago, but now the upper cap after which it starts making no difference is 20 skill level for fabricating claims.
