I'm wondering if I'm just seeing it wrong or if I'm right:
When the council has already been empowered (non-absolute), the "Increase Council Power" faction doesn't seem to do anything on success. Shouldn't it flip one of the council abilities to empowered?
Next point:
As soon as a tribal adopts fuedalism, they instantly become the most enlightened despots in the world: the council has full authority. It's brutal. On switching out of tribalism, the council should be either reset to no authority completely or at least reduced to just "empowered" with no actual voting rights.
