I understand that time is precious, and would ask that we get this year underway, hmm? this Council has always finished before the beginning of the new year, and that rests only a few hours away[OOC: ok, by Friday evening at the absolute latest]. As well, there is word that one of the Chiefs made use of the little known provision in the Confederacy Charter, that states that:
Any Chief may make a deal with an Adventurer out in the field, and gain access to the map of the Adventurer before it is revealed to the rest of the Council. However, for this to be effective, and accepted, private messages must be sent to the King[OOC: me] Otherwise, the lands are held in a trust that belongs to the King. The income from the land Does Not go to the Chief who settled it. In effect, the colonist you send is lost. So beware of the possible repercussions of doing this. Terms must be sent to the King by both parties, and they must match. If they do not, then the deal is declared void, and the land is the King's. To do this as a Chief, you need simply state you are awaiting a better time to send out your colonist
I remind the Chiefs they mat do this, if they wish to gain advantage over the other Chiefs in the Council.

I greet all of the noble Chiefs from the lands of the Micmac. I am sure that many now know of the deadl made between myself and Chief of the Delaware Tribe. And you know this as said Chief sent a trader to lands that were not known to others. Well, I say this:
If other Chiefs wish to make deals with me in exchange for my maps, then so be it. Use either CHS or VFCHS to contact me. I will let you know of my exploits at the next Council, and perhaps sooner for those who would make me an offer I cannot refuse

EDIT: this applies only to unrevealed land. Land that is cover in TI on the map at the beginning of the year, but is discovered by the conqs in the course of their exploring. So anything visible at the start(in the map in your info page for the year) is availabe for selection. This deal is only done if you are afraid a good province that is revealed by a conq will be taken by another Chief before you. Good to do of you have a proivince you want in particular. Hope this clears things up

[OOC: we are at infra tech 3 . So Chief Judges are allowed, and level 2 forts are allowed as well, just to clarify, the starting tech levels are as follows (L/N/T/I) 2/0/3/3. So no transports yet, but we can get a monopoly in Mohawk(really, who else even knows about it... save for the damn Haseatic League! Bwa ha ha! So yes, Sharur, you can upgrade your fort. And yes, Xanadu already claimed Penobscot. Please choose from the other ones. And if others could post, I want to finish 1493 by tomorrow(Saturady).

It allows us to seal off the land from others, esp the English!(Grr, English swine) And so, if some one tries to choose a non-colonisable province, I will let you know via PM. And you will be alllowed to make another choice from a list that I give. For 1494 and onwards, I will list all colonisable provinces. Right now, not very many that are not accessable. He will now move west along the shores of this body of saltwater and send forth my twin brother as soon as he discovers something noteworthy.
The messenger sits down quietly in a corner, and after stopping his panting, he starts to drink.

And our settlers? what of them? Simple. They head for Kebec, where I-Want-You-Tecumseh-This resides now. If he does not wish to stay ther, so be it. but that is where our settlers shall go. And we shall appoint an elder in Irondekoit as well, to improve the collection of resources, and the settling of disputes. This is what the Chief wished me say, and I have said it. That is all

The Delaware envoy enters - a haggard young man who looked as though he may have run the entire distance on his own. He looks abotu the assembled elders, shaking his head for a moment then bowing.
"My sincerest apologies from my chieftan, Spots-on-Tongue. He dispatched a messenger, whom we fear has fallen afoul of a bear. I bear with me our plans for the next year, and I apologize again on behalf of my tribe, my Chieftan, and the poor bear."
"The Delaware shall conscript 2,000 of our finest warriors, who shall be remanded to the great adventurer Azure of the Blue Sea in payment for the honor given us regarding the lands of Massachusettes that were discovered during the year."
"We also bring great word that we have found amongst us a captain of great braver (and little sense) who has agreed to chart the unmapped seas. He and his four brothers all captain great warships and will be ready to sail by year's end. The might of the Haudennosaunee shall be known across the waters as well as the lands."

Another messenger from Huron who charges with pants on his hands storms into the council hall
Most august leaders. I am sent forward by the greatest general, faith has ever bestowed upon our glorious people. Huron who charges with pants on his heads has encounteres a strange people far to the south of us.
Right away, he considered them repulsive, and in a beautiful maneuver, ordered to attack and charge them on sight.
Now, battles have raged and we swept through their land. At the final climatic battle in the capital on top of a huge pyramid, Huron himself defeated their king and his elite eagle knights single handedly.
The lands of the Aztecs are conquered.
Huron most humbly asks our most august king to fortify the new lands for him, for strange bearded people were reported on the eastern shores.
Also Huron who charges with pants on his head wishes for Chief Slayer of Many Chairs to receive the former capital Zacatecas, as a token of the deep respect Huron holds for him.

The year iof 1493 has been good for the Haudenosaunee. the noble Huron-Who-Charges-With-Pants-On-His-Head. The Council has started later than expected, but everyone understands why it was so. With so many new lands, many rightly fear that the power of the Adventurer is going to be too strong. And so, Bear Paw makes it his business to make a stunning proclamation, that will change the very face of economics in the Confederacy forever. Even though tradition demands that the King be nothing but a figurehead, Bear Paw has seemed to regain some confidence of his predecessors. And so, when he enters this time, he stands as a true leader should. His head is held high, and he is especially pleased with word that Huron has deigned to give him momentary control over the lands of the Aztecs. He will give a speech. One that no one will forget anytime soon...

I am treated as a mantle, to be placed in the centre of the Great Hut, simply because tradition demnds it. But this is not true. Tradition has not always been so. In the time of our forefathers, the King was regarded in higher esteem, and it was customary for Adventurers to place landsthey conquered under the King's control. I am glad that Huron-Who-Charges-With-His-Pants-On His-Head has remembered this. As such, the lands of the Aztecs, known as Michoagan, Atlixio, Tehuantepec and Tuxpan, will recieve forts. For defense, of course. As for the conduct of some Chiefs, they have not heeded the warnings of the Great Spirit, and so, cannot blame anyone but themselves for any punishment meted out to them. It is hoped they can reform their ways, and come back to be embraced by the group. And I would also say this. I have put into law a new ruling. As it stands, the income of a chief is directly related to their holdings. But their holdings provide meaningful supplies for themselves and the Confederacy. This new Ore, it has no use for us. It makes for horrible arrowheads, and provides no tangible thing, other than it is shiny. As such, it is not to be counted the same as other supplies are[OOC: Gold is NOT multiplied by 10, else it gets ridiculous for some chiefs and conqs. Gold is added as is. After the total of other sources is taken into account, the gold is added in separately. So, let us take an example
Chief X has a total income of 65(this includes all his holdings, but no gold provinces). he has a gold province with a total of 57 for it(all gold) Well, he would get 650d for his yearly income, plus 57 for the gold(so, he would, in fact, get 727d/year.)Otherwise, he gets insane amounts of money, and since money was actualy not a part of society(they bartered, no actual money used), gold cannot be counted as something that gets regular treatment(ie, x by 10.)
This takes effect immediately. For the next year, all Chiefs will get their revised incomes from the Confederacy Treasurer, and the distribution of supllies to the Shamans of War and Water shall be left as they were before. I open this Council, and let the Chief of the Tuscarora open the new Council.

) Well, he would get 650d for his yearly income, plus 57 for the gold(so, he would, in fact, get 727d/year.)Otherwise, he gets insane amounts of money, and since money was actualy not a part of society(they bartered, no actual money used), gold cannot be counted as something that gets regular treatment(ie, x by 10.)This takes effect immediately. For the next year, all Chiefs will get their revised incomes from the Confederacy Treasurer, and the distribution of supllies to the Shamans of War and Water shall be left as they were before.
