I can't appoint to council positions (Chancellor, Marshal, etc.) barons, courtiers and non-feudal rulers. Buttons "Appoint" and "Resign" just don't produce any effect when it comes to them. I can only choose councillors among feudal counts or superior.

I've modded: gfx/coats_of_arms and gfx/flags; entire history folder; interface/coat_of_arms; localisation/HolyFury and localisation/text1.

Have no idea where the issue lies. Vanilla runs fine. Any tip?

Sure you haven't modded minor_titles or scripted_triggers? If you haven't, are you playing with a different government or religion in your mod than in vanilla?

Sure you haven't modded minor_titles or scripted_triggers? If you haven't, are you playing with a different government or religion in your mod than in vanilla?

Oh, I have not. I'm using vanilla governments and religions.
I run the game again and I noted that this issue is related to history/characters.

Characters with usual IDs worked OK: they could be appointed and replaced. But characters with weird IDs (eg: -2147483000) always caused bugs.
These weird IDs were provoked by a too long ID I created for a new guy at characters/frankish.txt.

I've no idea why it happens exactly, but it was surely the cause. Now it's fine, thank you!
