Hello,
I need your help to manage my council and the decadence in my muslim game.
Sometimes, I try to be soft but whatever I do at the end I have -120 to -170 points as Tyran.
And it's the same for decadence. I jail or kill every members of my familly who don't follow the virtuous way of Allah but it increases whatever I do.
The only solution I have right now is to get a powerful Sultan with a strong military skill and kill all the rebels but it's such a waste of time.
Any suggestions ?

Do everything (murder, tyrannical revokation, imprisonment and execution; you name it) in your power to ensure that you are the only member of your dynasty who is landed (aside from those who are part of a holy order). You want to keep your dynasty small so that the number of men (and women, if you increase the SoW laws) who can become decadent is small. That is the only reliable way to keep decadence under control without burning lots and lots of piety, which at some points becomes far too costly to sustain.

As for the council, there are three options (four, if you count disabling Conclave, which likely will cause some issues with the save). The first is to never go against their will, which will restrict your powers to a great extent (particularly if some random people start calling in favours from the council). The second is to get favours from them and then using these favours to force them to vote the way you want, which potentially leaves them able to call in favours that you'd rather not grant them (and there is no way to refuse a favour when it is being called in) and requires that they will agree to have a favour purchased (or that you get lucky with events). The third is to depower the council, which will cause the Increase Council Power faction to get more frequent, will allow the council to join factions freely (which they already can do if you go against their will or if you remove the war voting council power), and will remove the ability to stop vassal wars (which likely will cause issues down the line if some vassal gets too powerful).
