After it was split into Rus and Ruthenia, it sort of covers the area Novgorod did at one point. It's a bit odd when the "Kingdom of Rus" forms in 1100 and only covers two northern Russian duchies.
That name would only really make sense if the city of Novgorod was the kingdom's capital. Also I think Novgorod only became the dominant Russian state fairly late in the game's timeframe. A titular Kingdom of Novgorod would be cool, though.

As mentioned above, it would be a bit weird to allocate all that land as de jure Novgorod from 1066, when they only came to power late in the game. It's a bit deterministic.
I've never been completely happy with the Ruthenia / Rus split though - seeing 'Ruthenia' on the map every game just seems odd for some reason. But then, I also appreciate that when the area was just one large kingdom of Rus, the Russian principalities always looked a bit of a mess as it was too hard for them to consolidate.
Maybe the Russians could have a dynamic state-naming system like the Muslims do, but tied to the capital province or primary duchy instead of the ruling family. So if Kiev consolidates enough land to get the third-tier Ruthenia title, it is instead called "Kiev". Ditto in the north - if Muscovy claims the whole of Rus, it becomes Muscovy - but if Novgorod takes control, the king-level title is named Novgorod.
Would simulate the fluid power struggles between Russian princes, and for gameplay is possibly better then giving every principality a potential king title just in case.
Yes, this sort of a naming system would be perfect. I'm still working on my Russia de jure rejiggling mod, which should finally get rid of Rus and Ruthenia, I hope I can find enough time to finish it in January.
I'd rather just have no kingdoms in the Russian area since if you start at the Stamford Bridge start, (like most people) the grand principality of Rostov always seems to form Rus since it has just enough provinces to form a kingdom. This one feature ruins playing as the Russians. Maybe have a very large kingdom of Rus that encompasses all of kievan Rus, so that it actually requires some skill other than saving up a lot of money and piety to form Rus.
+1In early patches there was one big Kingdom of Rus and I loved it more than the current setup. In fact I haven't played a single game in Russia after the split, because the unhistorical borders of Rus and Ruthenia just ruin it for me. Before that I loved to play in the region, because you had to fight serious wars against your own dynasty to secure the whole Rus. Now there's no challenge, because forming a kingdom is too easy.

I tend to play a small personal modification (as I like the vanilla game overall) and reverting to a single kingdom of Rus is one of the things I add. It should never have been divided.
