I don't feel like it makes sense for viceroys to just ignore it because they aren't de jure vassals.

Oh yes, please. I handed a viceroyality to my vassal and after a few months he went on a holy war against the neigboring muslim state despite me having vassal laws completely forbidden. I guess it didn't affect him since he was not my de jure vassal - the kingdom title I handed was still being integrated into my de jure empire. It's really annoying when you want to keep your vassals strictly within their de jure borders.
