In the ledger under trade there is a button saying strategic resources. In there are a list of bonus for the resource, trade bonus and production leader. How do they work, how do i get the bonus.
While playing as portugal the bonus of suger and slave came on and off and i have no idea how to make the effect last.

If it is like EU3 then it is based upon the percentage of the trade of that good that you control/tax. This comes from the percentage of trade in a node and the percentage of that nodes trade value that comes from providences that produce that good.

If you control trade of a good above a certain percentage of the world's supply you get the bonus. Also, the top trader and the top producer both get the bonus, irrespective of whether they are above that percentage.

One thing that confused me as Portugal was that they randomly turned on and off for no apparent reason. You'd have "you are trading in sugar, -10% to reduce war weariness" for a couple months, and then "you are no longer trading in sugar".

monthly fluctuations of your trade percentage of the sevilla node. when it goes on and off like that it probably means you're right at the edge or right above the required number. so just boost your presence there to keep the effect more permanent, at least until sugar and slave trades start shifting to other nodes
