There is some sort of bug making a new CoT appear each year (even in completely useless places). I have only tested for twenty years though.

Mine stopped after the first 3 years... but addings a CoT in Monteray would at least prevent ones from popping up in Oregon.
My experimenting here always resulted in one new CoT per year until there were thirty-three (!). Location didn't seem to make much difference; I did one run with all 33 starting in the British Isles and France, and still didn't get a new one in 1821.
LOL I had a god laugh ! Ottawa a COT in 1820 ? LOL It was a lumberjack campement till 1850 or 60... Even today, Ottawa can't even considered a major commercial pole in Canada ; Toronto (1st), Montréal (2nd), Vancouver (distant 3rd), and Calgary (4th) are more important then Ottawa will ever be. Montréal was the biggest commercial city until the 1970s...

how bout you leave the one in montreal and new york and new orleans and we will stop having ones pop up in the sugar islands... just give the USA higher trade and manhatten should be large enough.
I am of the opinion that New Orleans was a much more important Center of Trade than Mexico City.
I'm in the opinion that Veracruz wasmuch more important trade center than Mexico City and New Orleans.
To elaborate, New Orleans was the key CoT for every state west of the Missippi. It covered all the traffic down the Missippi. How about moving the Montreal CoT to Veracruz so we can eleminate that one, while adding the Veracruz one as well as keeping the New Orleans CoT. I also believe that once San Fransisco becomes important, the Veracruz CoT should be moved to SF, and a new( or moved if there is a CoT in Northwest) in Chicago. Maybe one can be eleminated though, because 4 CoTs in the US is a bit much.
CoTs can't be moved/eliminated once they have been created.

I understand. That is not good. If the US gets too strong, we might reduce its province income.
