Just started HIP and have run into having to pay 10 gold and lose 30 prestige in order to invite any willing person to my court. Is this part of the HIP rules? I have tried with both the settings in the 'Invite to court' rule in the pre game rule selection but same result. I don't mind playing with this rule if it is working as intended but can find no mention of it in searches. Thank you.
