From a balance perspective, the randomization of a newly created CoR's location within its host country is problematic.

Sometimes, it spawns in the capital and unless the owner is larger than 100% war score an attacker can kill the CoR simply by force-converting the country.

Sometimes, it spawns in some random other province and anyone who wants to kill the CoR has to get a CB, conquer the province, and use its missionaries to destroy the CoR.

Thus, I propose that CoRs spawning in multiple-province countries should either always be the capital, or never be the capital.

While the current method does help add some variety to how successful the reformation, I agree with you that more consistency on this particular part would be nice.
