CORs only spawning in non capital provinces?

Did the rules change as to where CORs are most likely spawn?

In my current game, its 1526, and every COR (4 to date) has spawned in non Capital provinces this far. Coincidence or new rule?

Obviously this makes it much more difficult for an Emperor to contain the heretics.


Not complaining, just curious.

Nuremburg got the first CoR in my game whilst a free city, but I don't remember seeing where the others spawned. I'd assume your sample is too small
 
Well, then I am truly blessed, as the Catholic Emperor of Austria. The next two spawned in Pisa, owned by Florence, with the capital of Firenze; and in Holland's Amsterdam, with the capital of Den Haag.

Just a cursed run - although a fun one.


Marie of Burgundy elected to stay independent, depriving me of the lowlands.

The Castille rivaled me, depriving me of my "Strategic Marriage" PU opporunity.

You can declare war on castile and make them remove rival, you could have demanded lowlands vs Marie and used the wealth of Eastern Europe alone
