Corruption % added to taxes?

Checking my taxes i notice that the corruption value of my governor is ADDED to my taxes getting from the province. Is there any deeper logic behind this or do i oversee anything?

EDIT: i reread the corruption part and now its clear. Corruption has a positive effect on tax income.

small amount of corruption implies that the governor is good collecting taxes and cares about money maybe too much! Some of it ends up in his pockets but overall he's more efficient collector than someone's who's not greedy.

corruption is mainly representing greed as far i can understand, but has huge loads of bad events connected to it, so a greedy person will tax people more, and watch that the tax is going to him and the state, that's why a corrupt guy increases the income...but there is always the glooming possibility of nasty events because the corruption

i tend to use zero tolerance with corrupt people, even if i drop out on some extra cash this way (as far i can tell, corruptness also increases possibility of a person to swap sides ina civil war)

or, if he wants to 'play russian roulett' then he makes a 80% corrupt guy governor for some months in a very rich province for swift extra cash, then kicks him out, maybe he wont get bad events in this short time
