Corrupted Gamefiles on Steam

Hey guys.
I haven't been playing vanilla HOI 4 for a few months, last time I played was on NSB when it was realeased then went to mod's like OWB or Kaiserreich.
Now I wanted to check newest patches, so I turned off all the mod's and when I went, Singleplayer - New Campaign 1936, I saw no country flags or country leaders on most of them, then also world map had no colors of countries - only raw terrain with names of country and borders.
I did all I could - reinstalling game, removing all the mods, deleting entiere place where files like savedgames goes = nothing helped.
I do not have newest DLC.
Any help would be great ;/

[Cpt Crash]

Due to the last patch all of my installed mods (more than 12) are flagged as non-compatible. This happens whenever there is a significant patch, and it takes a few days, at a minimum, for the modders to get caught up. Some great mods languish for months.

If you do not have the latest DLC then some window shopping for compatible mods will be required. In this case your installed game is very unlikely to be the problem. You just need to keep checking on updates from the mods.
