I am a bit confused RE:the new corporate government. it looks like the effective size of their empire is bigger, but they have a bigger admin cap as well. So does this mean they are more biased towards expansion, or less? I'm not sure how these seem to interact because they seem contradictory, I must be missing something?

But I thought that the sprawl penalty came from tall and wide building? So how does it encourage you to go tall?

More sprawl = more penalties to research, unity and leader upkeep. Wide play countets this with sheer amount of production they can achieve by colonizing everything.

This isnt recommended to megacorps due to worse penalties for being over admin cap. They have higher base cap to build a little higher base, but bigger penalties meab its suboptimal to go too much over the cap. Megacorps are thus encouraged to fewer but bigger planets, strong manufacturing and trading economy instead of huge colony sprawl. With the branch offices they can generate a lot of energy that can be used to buy base resources from the market.

From what I understand, the penalty to expansion (ie, building starbases) is 50% larger. So while your admin cap is larger, going over is more painful, encouraging you to build a more compact empire and to take advantage of the trade and branch office mechanics in stead of the traditional wide strategy of gobbling up all space available.

Tall pretty much means fewer systems, fewer planets, planets that can support a larger population and still make use of it. It means you play as slavers, utopians, or you stay far enough ahead in tech that you can provide enough jobs with upgraded buildings. Megacorps are encouraged to go tall because most of their advantages don't depend on size, and the +50% penalties to sprawl make expansion counterproductive past a certain point.

But I thought the sprawl penalty also applied to the number of districts you have? So doesn't it also penalize tall play?

Yes, districts add the sprawl amount. The point is to have few but good planets. Basically for megacorp every bkt of sprawl is precious, so it's better to have a ecumenopolis foundry district that gives 10 metallurgist jobs than a farming district that gives 2 farmer jobs. The point is to make your planets worth more instead of just grabbing everything and producing basic stuff. The main difference between tall and wide is that tall aims to maximize the profit of every planet and system, as for that playstyle you plan to keep your sprawl at minimum. Wide on other hand doesen't care about the penalties and compensates for them with raw resource output. Reason why megacorps are bad at wide is because they have much larger penalties to compensate, so its more profitable to keep small and concentrate on quality instead of quantity.
