The two corporate buildings that give empire wide modifiers, the executive retreat and xeno outreach center, seem to stack indefinitely, allowing megacorps to get massive boosts to amenities and immigration pull for very little cost or commitment. I have a feeling this is a bug of some sort, especially with the +25% immigration pull per building from the xeno outreach center, which basically turns all of your planets into massive pop vacuums for like 5 rare crystals a month.

However, since both immigration pull and amenities do have substantial diminishing returns/hard caps neither building seems terribly game breaking even when stacked, though the ease at which 100% bonus amenities becomes attainable makes me feel like there must be at least a few really stupid strategies that can abuse them.

Has anyone else noticed this and do you think it's a bug/balance issue or WAD?

I think it's an interesting and useful strategy, but not overpowered. The main benefit of bonus amenities, imo, is that you don't need to build amenity buildings. So you are paying a few rare resources to open up a building slot on your worlds. Considering that most rare resources slightly more than double the effectiveness of a job, and the other double, rare resources *normally* gives you a building slot from level 2 buildings. So all in all, I think this is fine.
