I haven't played EU4 in a long time. While I was gone, the game seems to have changed. I started a game, conquered some territory, and now I want to core it. I went through the first coring, but now it's a territory with 75 minimum autonomy. Reading through the wiki, it says I need to "turn the territory into a state (from the province interface, above the buildings section)".

The only problem is, I don't have that buttons. I watched a youtube video, so I know where the button is supposed to be, but I don't have it. The only thing I can think of is that maybe I have to buy Mare Nostrum expansion to get those buttons? Is that the case? If not, what am I doing wrong? Please help.

Click province, choose right ledger (state overview) and state it.

No DLC needed. Would be stupid otherwise.
