Ever wondered why sometimes you can core straight away all provinces and sometimes you have wait for some of them to finish before coring the rest? The guessing is over. You will be able to core when:
1. The provinces are adjacent to one of your cores*
2. They are coastal provinces and according to the colonial range map mode they are in range
3. The provinces are adjacent to a vassal in the same continent as your capital.*
4. The provinces have a cored or owned (not cored yet) direct land connection to the capital
5 .The provinces have a direct land connection to the capital (even if through occupied territory) and according to the colonial range map mode they are in range.
6. The inland provinces are connected to a cored coastal province** and according to the colonial range map mode are in range.
*If inland without a connection to your capital you´ll only be able to core with adjacency to a core so this means that you may be forced to wait for province B to core before you can core provinces C and eventually D, etc.)
**Before 1.14 we could do the same with only a colony but not anymore.
*** Before 1.14 it used to be possible to core provinces through occupied territory without a land connection to the capital (only to a cored costal province/colony) but not anymore.
Btw if sometimes you can´t core but accordingly to this guide you should be able to core simply restart the game.
