Why can I not core Dagestan but I can core all of the other surrounding provinces?
So we can see here the game is telling me that the province is not next to an adjacent core which is required for coring. It is correct that the province is not next to an adjacent core. However, this doesn't seem to be a requirement.
Here we can see my diplomatic mapmode where Majr, Kuma and Astrkhan are cores. Terek is the only province bordering a core but I'm still able to core those threee provinces between Dagestan and Terek. So maybe Dagestan is outside my coring range from Kuban.
According to the Colonial mapmode Dagestan is well within my colonial range and thus should be coreable.
The wiki claims that all I need is a land bridge to the province (not even owner just controlled). I do recall this being true in older versions, possibly even at launch (damn it has been a long time), but this has not been true in my experience for some time. According to the this post, not since at least 1.14. This is the only post on the rules I can find through simple search terms.
It claims that there are six rules. The first is if the province is adjacent to a core. Only Terek satisfies this condition. The next is a coastal province within coring range, which is irrelevant to the current situation. Third is the province is adjacent to a vassal's core. None of these provinces satisfy this condition as Gerogia is my only vassal, and none of the provinces border Georgia. Fourth is the land bridge of owned provinces but it must connect to the capital. My capital is Paris so none of the provinces satisfy this condition. Fifth is the old land bridge to the capital but it must be within the colonial range. As with the last condition, none of the provinces satisfy this condition. Sixth is that the province must connect to a coastal core through owned provinces and be within colonial range. All of my provinces, including Dagestan satisfy this condition.
