In that case you should make sure independent OPM AI will never use it, since they can't benefit. Other small independent minors can't benefit much either, though...

Also, the Public Legitimacy policy likely has the same issues.

Minors can benefit from the Diplomatic Defense Act when they're vassals -- which is annoying enough as it is.

Smart players look up if a vassal can take aristocratic national idea group, or defense+diplomacy, BEFORE making them a subject. If they do, I generally don't risk making them a subject, because they *can* get +coring cost through the national idea group (aristo) or the "national defense act" policy.

I have been eyeing my Austria PU subject in my ryukyu run. They DO take defensive+diplomatic idea groups, so I tend to feed Austria permanently, provoking them to spend military points on harsh treatment. They are never able to complete defensive idea group this way.

Imagine a PU subject (worth 4000 diplo points to integrate ) suddenly taking "national defense act" policy IF you try to integrate them.

I wonder, would that be possible to happen?
