In my opinion, having more cores for some countries would be nice, because if say there was a large blob of land that you conquered but has no IC or such, then you can simply create a puppet nation there if they have cores. Either that, or if they decided to add in a EU4-type custom vassal thing so you could make your own puppets in areas that you do not wish to control directly yourself. So I do hope they have more cores, like some of the HOI3 mods do.
I really hope we are going to get the client state feature from EUIV, where you can create custom vassals and assign provinces, in the case of HoI IV states, to them. The plan for the axis was to create such clients in the baltic, ukraine, caucasus etc anyway, so it would even have an historical aspect. It also makes it easier for the player to manage the conquered territory.
