So there have been a couple of complaints floating around on the forums for a while about how cores, being territory integral to a nation's identity, are far too easy to get, and that there should be some intermediate step between claims and cores. Also, since the nerf to coring cost reduction from claims, there have been calls for a form of "strong claim" that gives the old coring cost reduction. With these things in mind, I came up with the following scheme:
Weak Claims (dark green border):
Integration cost and time reduced by 10%.
Gained by fabricating claims.
Lost after 25 years (unless held), through abandon claims peace deal, or if claiming country is annexed.
Strong Claims (bright green border):
Integration cost and time reduced by 25%.
Gained through events, nation formation decisions, missions, lost integrated provinces, or decayed cores.
Lost if mission granting them is failed or cancelled (unless held), through abandon claims peace deal, or if claiming country is annexed.
Held but not integrated province (claimed or otherwise; no special indication):
Gained by conquest, presumably.
Local autonomy floor 25% higher than normal (50% for horde, 75% for celestial empire).
+0.10 local autonomy.
Causes overextension at current rate for uncored territory.
Integrated but not cored province (silver border):
Gained by integrating held province at current coring costs.
Local autonomy floor 10% higher than normal (35% for horde, 60% for celestial empire).
Does not contribute towards cultural acceptance.
Causes no overextension.
May be culturally converted under all current rules for cultural conversion of cored territory.
Decays to strong claim if integrated or cored when held by another country (so, immediately if a country retakes its cores from you), unless the country that would gain the claim does not exist.
Upgrades to core if primary (or accepted?) culture, or if held for 50 (or 100?) years.
Cored province (gold border):
Gained by integrating provinces of primary (or accepted?) culture, or by holding integrated provinces continuously for 50 (or 100?) years.
Normal local autonomy floor.
-0.05 local autonomy.
Contributes to cultural acceptance.
May always be culturally converted.
Decays to strong claim under current core decay rules, unless the country that would gain the claim does not exist.
