So i just wrapped up a game where i was a life seeded fanatic xenophile empire. My people were extremely good scientists and naturally i wanted them doing the science however, i noticed that it was putting races that were ill suited to research in the science jobs. My response was to relocate all the non Bort (my race) pops to other planets and revoke there right to migrate.

Now this did work but i was bit upset i couldnt allow them to migrate between the non capital worlds.

So ive come up with the idea of starting with a tomb world instead of life seeded so that i can keep the capital exclusive and still have the pops migrate between the other planets the assumption being they wont be able to live on the tomb world and so wont migrate there.

Will this work in practice or will they just migrate there anyway?
