Call this the "anti-rare" technology request. Some techs at low tiers open up key buildings and edicts. Having the RNG-tech tree decide that I shouldn't be able to build farm processing facilities until 80 years in, while I'm researching titans for my fleets, is off-putting.

The game handles rare techs very well, so we should have an opposite designation "core tech" that is 2-3 times more likely to be an option if available.

Stellaris already has some mechanics, where Tech Cards get reduced Draw weights before specific years, or increased draw weights after specific years, and this would be a good place to implement here, for instance the first Farming improvement Tech could get x3 Draw weight after the year 2240 and another x2 after the year 2260, and the second Farming improvement Tech could get x2 Draw weight after the year 2280.

I'm not convinced it's needed, though.

It's on you, as a player, to make the correct stratetic priorities, when offered a set of Tech cards to choose from, and it is within your power to do things to increase the number of Cards drawn each cycle (your "Tech Alternatives") if you desire a greater degree of control, although in order to get this you must down-prioritize some other things.
