I just had a game where I was fascist Sweden and took a substantial chuck of the Soviet Union in a peace conference.

The Allies were also involved, and noticed the US got first dibs and took a small soviet state that made my homeland non adjacent to the new Russian territory I acquired, cutting it off.

Did they do that to screw me over so I can't utilize the Russian manpower? Now they are all considered overseas non core.

Any province that you don't have a core on from the start of the game can never be cored, even after a peace conference. So the states being overseas doesn't matter as long as you don't care about border gore.
