I have an idea about how to deviate from the use of sliders and the incremental change every 10 (? - dont remember, havnt played in ages) Years. Basically i think that the player should be given the ability to make multiple slider changes (thus changes in policy) at:
A. The beginning of the scenario
and
B. Every time the monarch changes
This reflects the change in Administrative Policy as well as Social Reform at the beginning of an era. This does not necessarilly have to be limited to change in leaders either. Certain periods could be set for each Date/Continent /Country when such change is possible. The 10 year gap between 1 move changes does not have to be removed as this can help to simulate the gradual changes that affect society.
