So, I, like many people, have been thinking that the new base cost of ten admin. points per development point for core creation is a little hefty. I do like the idea of having a higher base coring cost, but I think that there should be more ways to easily reduce it. My idea is something along the lines of this:

*Have a claim: -10%

*Same culture: -15%

*Same culture group: -5%

*Same religion: -10%

*Same religious group: -5%

*Share a border: -5%

Note that the "Same culture" and "Same Culture group" would not stack, just as the "Same religion" and "same religious group" would not stack. This means that without any other reduced coring cost ideas you could get a full -40% cost. The numbers, of course, are flexible. What do you guys think?

The point of this is that it should be easier to core provinces nearer you than provinces halfway across the world.
