it shows there and the native tribes are there, but it dosent let me randomize or migrate. Its checked but it says inactive in the content tab? its 10:24 am here so it should be available right?

yeah i have the same problem, there is nothing that lets me randomise a new world, i bought it on steam, whats wrong
I've also had this problem. I tried to reinstall the game, verify cache integrity, restart Steam, but it is still inactive.
You should enable it in the launcher if you're on Windows. If you're using mac or linux... I've no idea. I'm running Linux myself and don't know how to enable CoP

thats the problem im on windows i enabled it and it still doesn't work
Same issue here - CoP is enabled in launcher but listed as "inactive" in in-game content menu. Restarting game/Steam/verifying cache doesn't fix it.
Edit: from another thread (http://forum.paradoxplaza.com/forum/showthread.php?747430-Patch-1.4-Live!) it appears Paradox is DRMing it on their end by allowing the 1.4 patch to go live but holding out on the expansion. If that is in fact the case, the first step should be to relabel "inactive" as "Not released by Paradox yet" or something similarly descriptive, as this is just poor on their part.

Due to circumstances we will not be able to employ our recent earlier release time from the last couple of times.
The release of Conquest of Paradise will be more in line with the olden days when they always released around 7pm CET. Not quite that late we hope. But closer to that than 3pm CET which has been the case as of late.

Please try restarting steam and verifying the integrity of the gamecache. This should force the game to update:
Right click on Europa Unversalis IV
Go to "Properties"
Go to the Local Files tab
Select "Verify integrity of game cache"
Edit: Just noticed that for many it is still reporting "Inactive" in-game.
Yep, i even tried reinstalling, fixed nothing. You're making it hard for me to love you damn it, paradox.
Sorry it looks like the expansion itself is not live yet, while the patch is. It should go live very soon however.
Had the same issue. I restarted Steam and suddenly it told me there was another update for EUIV. Put that at the top of the queue and it works now.
Had this problem, re-installed completely, steam downloaded one more little update and it was activated in the game. Thank you!
You can also first try if verifying the integrity of the game cache solves the issue for you, if not, please try a full clean install.
