Cooldown after posting reintroduced?

Has the 30 second cooldown after posting been reintroduced? And why? It appears that I now have to wait 30 seconds between making a PM/posting a post and making another PM/post. That is rather annoying.
Why was it changed back to 30 seconds?

sorry but lol. If the forum is the anti-piracy measure, then pissing-off everyone onboard is not exactly the way to go. Just stating the obvious incase someone has lost its common sense here.

Why questions rather often do get a reply. Why questions about things like this (i.e. similar forum related things) often get an answer to such why questions. Though I guess the answer is to reduce spam; still a shame though since sometimes you are on a roll with regard to posting and then it is annoying to have to wait 30 seconds. This is especially so in PMs. Also between different threads. You might have spent 10 minutes readind a thread and then replying. Then you go to the next unread one and only use 10 seconds to read and reply, but you cannot since it is less than 30 seconds since you replied in the first thread.

Don't know about after the migration; I was talking about how it used to be before the migration.

We recently merged some existing groups. The result is that some people gained some abilities and other lost some minor ones.
I have fixed 2 that are most noticeable, that of being exempt from the timer and that of having a custom title, those 2 should be available to those that had them in the old forums.
