Took me a while to realise but if you are suffering a supply problem, pls make sure you upgrade the previous region that causes the bottleneck, instead of the region your troops are directly inside.

For example, I was suffering a yellow penalty in the East Persian border with former USSR. So i spent quite some time upgrading the infrastructure in Tehran, Semnan and Khorasan. End up still not solving the issue until I upgrade Isfahan. Because it is the region that is still in 2/10 infrastructure.

I play a lot as Japan and much of their campaigning is in low supply areas. So I always have to pay attention to supply issues and read the tooltips. Good reminders.

haha. I don't think internal transfer of resources work over the sea... If not, I would not have gotten the oil from Baku by now.
It actually does. To see for yourself, start a new 1936 game as France for example, and observe that 1 convoy is used to transfer chromium from the New Caledonia islands in the Solomon Sea to the Toulon port in Provence on the mainland.

In your case with the Baku oil, the Caspian Sea is not considered a sea by the game, its terrain type is 'Lake', which I'm guessing is treated the same as a land connection for resource transfers.

You are right. I can't build port on Baku. Showing that Caspian Sea is a land. It is mysterious lol. But guess what? Lake Ladoga is used to transport soviet supplies to besieged Leningrad.
