In the game, obtaining Convoy Sailing Doctrine (one of the first 5 naval doctrine techs, 8050) doubles Convoy_def_eff from .25 to .5, with another 5 techs adding .1 each.
I've modded - and would suggest for a change to HOI 2 - that Convoy Sailing only adds .1 to convoy_def_eff to make convoy killing easier in the early game, and to add .25 (instead of .1) to Escort Carrier Doctrine (8250), avaiulable in '42 to reflect the drop in convoy kills and increase in sub deaths after the introduction of the CVEs to convoy escort duty.
