I've just managed this in a game test. Check the tooltip, as it does seem to be delivering what it claims from Shanghai!!!!

In case it's not clear what is going on here. The game will only let you run a supply convoy from the homeland. So you are unable to chose a full supply hub like Shanghai as a supply source, even though Shanghai may be sitting on 25K of unusable supplies. You can edit an existing convoy from Sasebo on the mainland to start from Shanghai and it will indeed take supplies from Shanghai to wherever the convoy was destined. Here Shanghai drops by 988.6 supply and Gibraltar rises by 988.6.

The convoy path can also be adjusted in the savegame. I've only run this on manual control and it seems very stable.
