Look at that convoy who looses 7 ships at the Emperor Seamounts.

Ive noticed that alot of my convoys are damn stupid. They seem to take the longest way possible (almost) and the one who doesnt go in safe waters.

A couple of other things:

1) Why is Soviet running out of coal somewhere around 1942? The Sovietunion got huge supplies of coal.
2) Why is the Soviet naval build program so useless? It cost so much, and all you get is completly out-dated ships. The japanese build program provides you with ships of the more later class designs that are researched.

Because it was rather useless program. Soviets built obsolete ships as they were not technically as developed regarding shipbuilding whereas Japanese had much more modern naval building expertise.

Convoy behaviour is hardcoded, nothing Core can change.

The naval buid program represents the ships and the tech level the Soviet Union had at this time, Stalin did not really focus on a nay but on Army and air force.

If you're running out of coal/energy you probably have built too much factories consuming all of them, you traded away too much of them or you failed to research proper industry techs increasing resource output.

The soviet Navy should not have generals but Admirals..... maybe they start without naval leaders and get them later. They may also have been killed via the purges.

Yes.

But Japan have researched level 9 destroyers. Trough the naval program they get level 8 or level 9 destroyers.
Soviet have researched level 6 destroyers (taken from memory). Yet they get level 3 destroyers.

The Soviets certainly lagged behind in design, but shouldn't they atleast build the latest designs?
Or is the Soviet naval program just implemented to hinder the Sovietunion in the game, so to make playing Germany easier?

Hi,

There really isn't any need to make the GER easier to play compared to the SOV, as right now GER is too strong and SOV is too weak. The "problem" you have brought up is that historically the USSR chose to build large numbers of naval vessels focusing on quantity over quality. This was paticularilly apparant with submarines and mirroring the RW construction underway at game start results in the SOV gets a lot of SS1 and SS2 units. OTOH, the SOV isn't getting any DD3 units from the progam (these all are OOB units) and instead get DL7 and DD8 units. The DD units are comparable to what most other nations are building and if anything are giving the SOV more capability than the USSR actually built.
