Considering both coring and culture changing cost monarch points religion shouldnt be an exception.
Also it perfectly suits this new system-if you try to steal away foreign provinces, a.k.a non-cores you will get administrative/diplomatic difficulties which is having to spend your points
on coring/culture converting instead of technological growth.
Parellel to this one should expect military diffucilties while trying religion converting, considering it was almost-always forced by military power(and yes spread of Christianity too).
what do you guys think?

Converting religion binds missionaries, other than coring and culture change, which do not bind an envoy and can be done simultaneously many times. The game is balanced around that.

Furthermore, forceful but non-militaristic conversion should not use military power. That military power will be necessary in case of revolts because conversion raises revolt risk.

If culture or religion conversions seem OP, I'm not saying they are, one option might be to have a province modifier "<named minority> influence", where the conversion isn't fully effective until that modifier wears off. It might produce more rebellions (seeking to restore the old minority if they take the province), or lesser taxes or whatever is needed to keep the process from being OP. The player is done, no active role is required anymore, but your provinces aren't homogenous just yet.

Slowing down or limiting the conversions is fine, but other lesser limits might work, too.

Converting a province creates a large uptick in revolt risk. You can counter much of this with Harsh Treatment at a cost of military power, if you wish (I did this when converting some of Portugal's more remote conquests). The option to spend military power is there if you want it.

He wants the military power point cost to be obligatory, not optional to help prevent though.
