Making pops out of very little information- and if you cretead the Incan superpower, what nation would it be in Vicky 2? Not Inca ;)

Well, iIMO would be as simple as puting as possible nations the ones in EU3, just for converted games. Not so hard i think :S

Just make a new countries in Victoria 2 based off all the available countries in nations in EU3 and also make sure they are added to HoI3. It's actually easier to do this with the EU3 engine which both HoI3 and Vicky2 are based off than it was with the old EU2 engine which was what we had to use when modding Vicky1.

as for make POPs based on limited province info contained with EU3 save files how about just having generic POP ratios determined by seven simple factors.

1. Government Type
2. Domestic Sliders
3. National Ideas
4. Province Taxation Value
5. Province Production Value
6. Province Tarriffs Value
7. Province Resource

So for example;

in EU3 at game ending (1835) you were;

TAG: Castille (not Spain)

Government: Absolute Monarchy

Ideas: Press Gangs, Grand Navy, Superior Seamanship, Naval Provisioning, National Conscripts, Regimental System, Viceroys, Quest for the New World, Land Of Opportunity

Centralization vs. Decentralization: -5
Aristocracy vs. Plutocracy: -5
Serfdom vs. Free Subjects: -3
Innovative vs. Narrowminded: +4
Mercantilism vs. Free Trade: -5
Offensive vs. Defensive: +1
Land vs. Naval: +2
Quality vs. Quantity: -1

in your capital Toledo which produces Gold and has very high tax and production values you'd could expect to see a POP ratio of:

12% Aristocrats
1% Capitalists
6% Clerks
4% Artisans
17% Soldiers
22% Clergy
2% Craftsmen
36% Laborers

These POPs would have reduced consciousness but higher militancy from the Absolute Monarchy government system.
Rich POPs will be earning lots of cash from the province resource - Gold
Middle Class (those who work in cities) POPs will have alot of cash from the high tax value
Poor POPs (those who toil in the countryside) will have large cash reserves from the high production value

Rich strata POPs only exist in capitals or provinces with very high tax values
Aristocrat POPs are spread out across all provinces if you were a monarchy and will not exist at all if you are anything other than a monarchy (so USA 1835 that was a constitutional republic wont have aristocrats anywhere but instead have capitalists spread out across the country with the highest concentration being in those provinces with both very high tax and production values as well as the capital)

someone just has to code a visual basic program to take a EU3 save file and turn it into a Vicky 2 save file. the details of what is to be converted and how to be worked out by the community. personally i'd love to see my animist Italy in Vicky2.

The problem with a converter is that both titles will get their basic mechanics constantly changed and renewed by patches and expansions.

Essentially, a converter needs to be run by community effort, since I doubt it will in itself generate enough added sales to be worth the constant updating for Paradox.

IIRC, Chaingun made an Eu2->Vic converter that was relatively decent, but that kind of effort is rare given that it requires not only modding skills and tenacity, but also a fair bit of code whacking.

My prediction? If you want this feature, you're going to have to find someone to do it pro-bono, because 30 days after Victoria 2 is released, both it and EU3 will have enough practical changes to render a converter defunct.
