Can I convert existing colonies by sending my own colonists there?

If possible, how many colonists to I have to send to a colonial city (Sahara e.g., 1500 pop) to convert it to my faith and/or culture?

Sending a colonist when the colonies pop is >600 (>500 with natives IIRC) also doesn't change anything.

I saw the Russian AI converting with a missionary a Turkish colony it conquered in East Africa. The colony only had about 150 people. Does this make any sense or am I missing something?
Wouldn't a colonist be quicker and cheaper?

Maybe He did not have a free colonist and had lots of missionaries to spare. :)

Still, it costs a lot of gold... and it usually isn't worth converting colonies...

if you send settlers to a colony with population 699 or less, and it succeeds, the colony will get your religion and culture.

Once it's at 700 or above it's treated as any settled province.

I was working on a set of culture events for colonies a while back... it ended up taking a lot of events which I never got around to making (I tested with one and it works perfectly, but in order to do so it has to be province-specific, so you'll need one for every potential colony province.) Actually HisMajestyBOB is right. Only the colonist before the one which makes it a city can change religion/culture; meaning the one sent with 4xx population (if natives are present) or 5xx population (if no natives).

Edit: I vaguely remember this being referred to as a bug at some point, so it may eventually be as you say.
