They both are. It's just that PDX fellows forgot to update some of the files in the official one, so it'll still crash when mousing over institutions and similar. And they haven't added missing cultures and religions.

It's the missing cultures/religions that I am primarily concerned with. Specifically, the religion graphics files need to be updated to incorporate the new Hussite faith.

We've supported hussite faith for years now (in Eu4toVic2). The issue with graphics, yes. They changed the interface and the icons are now a bit smaller and off-center. Doesn't impact the gameplay though.
