When a CK2 save in which Pictish is still a present culture is converted to an EU4 save, the culture pictish is part of a separate culture group than the other Celtic cultures. The culture group that pictish is a part of in EU4 is called "celtic" whereas the other cultures are part of the culture group "Celtic" (with an uppercase C).
I assume this is a bug because the culture group names only differ in the case of the first letter.
