Converter bug with EU4 Hoya Province

When converting a save from The Old Gods I noticed that in the EU4 game the province Hoya is part of the HRE and is the only province in the game to be this way. Perhaps Hoya is not connected to any CK2 county and it's reverting to its EU4 default state.

You're right, it appears as if that specific province isn't converted properly. It looks like everything is in order though, I'll forward the issue to Groogy.
