Well, Manhatten ISNT a city, it a district in New York and i'm sure even the city of New York has some low density suburbs.Manhattan?
Yes, i'm trying that kind of thing and every now and then the orange bar springs to life, I think maybe I just have too many people right now and the commercial/office sector needs to catch up......
Oh and simonmd, if you read this you could maybe boost demand by lowering taxes in small areas, or just generally doing things that will help certain zones. Like for example I notice if I build a cargo station and a shipyard, and have a great highway and offramp connection, industrial demand virtually never goes down.
Manhattan?
TYManhattan is not a city, it is a part of the city of New York. And yes, New York has low density areas.

What I though is like, why should I keep a bunch of small houses if I can have a lot of gigantic buildings with lots of people to pay me taxes
