Convert culture in your Colonial Nations provinces

A lot of people have been asking for this in the main forum a lot.

Can we convert culture in our Colonial Nation provinces, please? We can convert religion, we want to convert culture too!

I've really wanted this for a while, I'll also throw in that I wish you could colonize with a culture you've accepted without deporting them, like why can't I have a New England and a New Scotland when playing Great Britain?
