I know about getting extra missionaries from certain provinces depending on your state religion, but if you want to do a lot of converting, do you need to take religious decisions that increase missionary chances for any chance of success? Are the tax and stab cost hits worth it?

Stab cost is worth it. Tax is not worth it. National revolt risk is largely not worth it unless it is to boost tax income.

to go protestant, I found it really useful to start the reformation - hire 3 good thologians just before 1500 and you get a lot of free conversions

more generally build forts (avoid revenue increasing improvements), courhouses can be handy too, before sending missionaries
