This guy seems to be an Earthshaker in the Disfavored's employ, and upon meeting him he immediately begs for death. For what crimes, I ask. He then says he killed a whole village of people with his magic. I can find no information for who this guy is or how he is significant in any way.
I can then sentence him to death for breaking Kyros' Peace yet I am provided no information to actually come to this conclusion. Kyros' Peace prohibits the killing of people who have surrendered to Kyros' will, since their lives now belong to the overlord.
