I think another reason why chemical weapons were not used during WWII was due to the Geneva Protocol. I know - in light of everything that we now know - it might sound outrageous to believe that Germany would pursue a "moral high ground". But it would be leverage in the games of politics and propaganda that parallaled the real war.
