contested colonization question

so I am competing with Germany for a colony in Africa.
1. how do I overpower him, purely by having more colonial points available?
2. What happens if the "temp" of the conflict gets all the way up? Is it war or do we get to negotiate or what? I am using it too tie up his colonial points while i get everything else around us, but I dont want to go to war with Germany over one little colony.

If the temperature goes high enough, a crisis may start over rights to colonise. If the crisis isn't resolved diplomatically, then it'll be war.
