Content file locked?? Help!

So I woke up this morning to play some Stellaris, for for whatever reason the game keeps downloading an ''update'', but nothing happens.

>I tried to validate the game file
>I tried clearing the download cache
>I tried de-installing the game and re-installing

Every time I try to press play, it starts downloading for 5-20 seconds and then this message pops up

Help? I just want to enjoy some vidya !

Not sure as I am not one of the steam dev but you might try (error message seam to indicate a file handle being open by a process blocking the modification/suppression of it) :
* Uninstal stellaris
* Restart pc (to free up the acces to said file.)
* go to the folder indicated (if exist)
* Manually delete the stellaris.Exe
* Reinstall afterwards.
If it doesn't work then i don't know should ask steam what that error means.

If you read, the original post, I already tried re-installing. I tried the recommended procedures from Steam... so yea..

With a system restart?
Windows is clunky at process handling.
Then I am out of idee.
Maybe try the beta version, check the properties of said file, try to manually delete it....

Seems like a Steam problem rather than with the game itself. Did you try to seek solutions in steam forum? Maybe they can help.
