Content Creator Packs are smaller packs made by a content creator in the community. Expansions are made by our team at Colossal Order, and specifically for Green Cities, we had an outsourcing partner work on building models as well in addition to our own artists. The two are not really comparable in terms of resources.

I understand the answer, thank you, but you choose the person who created the japan building, right? But those building are very few. Maybe your corporate could not say that "there is few building in this dlc, let's increase it a little?"

If ı subscribe maybe my game is going broken ? Are we know the situation ?

It doesn't work like that.

Colossal Order contacts popular and prolific asset creators from Steam Workshop and asks them to create a pack. It's then up to the creator what theme they want to follow and they then use CO resources to create however many or few assets they like.

STEAM WORKSHOP IS YOUR BEST BET

The content for these packs is agreed upon between the creator and Paradox Interactive, then implemented by us. They are very unlikely to be expanded after release, but the store page should contain a description and screenshots to help you determine if it contains something you would enjoy.

For additional Japanese buildings, Beer Fiend is correct that the Steam Workshop is your best option. Ryuichi Kaminogi, the creator of the Modern Japan pack, has a lot of Japanese buildings on their workshop available for free to anyone who has the game on Steam.
