The old thread got very cluttered with back and forth arguing and general lack of contructive dialogue about the proposal so im making a new 1 and i hope for it to be constructive.

This is NOT a thread to argue about weather byzantium is rome of not.

For the sake of it lets just assume that any nation given the decision wants to feel important so its resurecting rome the HRE and byzantium be damned.

So here is my proposal for the decision:

Requirement is to own and core all territory in england,france,iberia,italy,balkans,anatolia,western middle east and north africa.

The effects:

Capital moved to rome.
Rome gets an increase in development to 20 in each category.
Tag changes to Roman Empire or Republic,it depends on the government form of the country doing the decision.
(The nation is considered the union of the british,french,iberian,italian,south slavic,greek,turkish,arab and berber cultures.
This is to avoid the whole thing collapsing on itself the moment its formed because of to many cultures and to reflect romes general tolerance for the people inside its border.
I didnt include the germans or anyone else because they dont cover roman territory as such they arent relevant to its stability.)CHANGED TO -50% CULTURE ACCEPTANCE THRESHOLD.

The whole nation itself gets the primary culture Roman to which the player can convert provinces if he wants to,the idea is that the culture speaks Latin as the first language and indentifies as roman.
Rome would become the said Roman culture.

As for some ideas here are a few proposals:

Traditions:
+10% morale
-100% culture acceptance threshold

Ambitions:
-10% prestige decay

1.Rome restored
+1 prestige
"After a millenia of chaos and turmoil our glorious nation has finally restored the glory of the ancients,let us begin a new golden age under the Aquila"

2.Restore roman legions
+50% landforce limits
+50% manpower
"The old rome remained strong as long as its people had to earn their right to citizenship,let us restore the old roman legions and assure our supremacy over the world"

3.All roads lead to rome
+25% trade efficiency
+25% global trade power
"Now that we have restored Rome to her glory all the old trade routes are firmly in our control,let us make us of them for the prosperity of our nation"

4.Rome consolidated
+1 legitimacy
+1 republican tradition
"With roman hegemony firmly consolidated our right to rule is beyond question,from the lowest peasant to the highest noble all agree that our rule is undisputable"

5.Restoration of the latin language
-10% technology costs
"With the restoration of latin as a language of the common people we have not only made the research of ancient wisdom easier but have also achieved a simpler exchange of ideas between our citizens allowing new ideas to spread far and wide"

6.Spreading the torch of civilization
-25% core creation costs
"Rome is the bastion of civilisation in a world of barbarians,the time has come to spread the light of our culture to every corner of the world"

7.Resurgence of roman culture
-25% culture conversion costs
"With Rome once more strong and prosperous all the world sees the glory of our nation,it has thus become easier to turn them into proper roman citizens"

Everyone is free to post their own suggestions for how an ingame rome decision and nation should function or how its ideas should be,just pls try to keep the dicussion civil and lets all stick to the topic.

The whole point of this Roman nation is to give a player something to strive for regardless of which nation he plays and to reward him for the hard work he would have to put in subjugating all of that territory.

It would also be nice to add a special achievement,maybe call it "Glory of Rome" or something.

Wow. You thought about anything. But hey! Should be there a special disaster for them, not everyone would wants to see Roman Empire united again xD there should be problems.. And a DLC like purple phoenix would be interesting.. Or updating purple phoenix with Rome forming decision?

Id also like to add some proposals for the government types to be unique to the Roman Republic/Roman Empire.

Roman Empire would be a monarch(of course) but with the added bonus of the ruler being able to pick his successor like in a theocracy.
It would go something like this:
Pick son as successor:100 claim,random stats
Pick general as successor:50 claim,(3,3,6) stats
Pick diplomat as successor:50 claim,(3,6,3) stats
Pick statesman as successor:50 claim,(6,3,3) stats

The claim reflects the legitimacy he will have but with romes ideas it shouldnt be a serious problem.

For the Roman Republic i cant think of anything at the moment.

I think that the requiments are a bit too much. Maybe own all of Italy and the greek region, Byz and the HRE must not exist (unless of course the former is one of them)

I deliberatly made rome to be OP as hell,the whole idea is for it to be an endgame reward to strive for and make a commited players conquest of the world easier.

Besides given the crazy screenshots some people post of OPMs ruling the world its preaty reasonable.

I think they should get the Ideas Rome gets from the converter. Increasing development to 20 is not great; I'd give +2 in each kind plus a permanent 15% development cost reduction, so as to not penalize players who got it above 20 vs those who didn't. Finally I think it shouldn't get cultural union except possibly in Italy, but it should get a -50% accepted culture threshold or something similar? These are all nit-picky points though. In general I think this is a good idea.

Alright,i never tried myself so i wasnt aware.

1 Roman tradition is changed from +10% discipline to -50% culture acceptance threshold,after all rome was very liberal with foreigners.

EDIT: Decided to go with -50% instead of -100% because humanist ideas give you -50% anyways and no need for a -150% bonus.

Roman republic: election every year. Cannot re-elect rulers, and rulers are like this:

5/3/3 Peasants gain 20 faction power
3/5/3 middle class gain 20 faction power
3/3/5 patrickans gain 20 faction power

Fixed into empire rank.

Faction system:
Patricians: -5% tax income, +10% morale, -50% cavalry cost.

Middle class: -10% tax income, -2 unrest, +2% missionary strength, -20% regiment cost

Peasants: -20% tax income, +0.25 goods produced, -50% infantry cost, +2 diplomatic reputation.

Tax income loss showing classes reducing their own taxes.

One question remains: Why should it be a more legal successor state of the roman empire as Russia, a unified HRE or the Ottoman Empire?

One question remains: Why should it be a more legal successor state of the roman empire as Russia, a unified HRE or the Ottoman Empire?

You can call that monstrosity of god tier ideas whatever you want to call it. You might as well make a decision called "form Broken" :D. The great mongol empire request was tame compared to this!

It would be fun though.
