I'm trying to write events which completely switch the possession of Canada between UK and USA after a victorious war. Part of the goal is to switch uncolonized provinces with colonial buildings as well and also to "fill out" the map and deny the loser any continental foothold by event-creating colonial buildings of the victor in empty provinces.
However, after much trial and error I found that the effect of creating colonial buildings by event may be quite erratic. Some provinces do get their building, some only do if you repeat the command with chained events, some never do notwithstanding repeated attempts. Also, if the previous owner has some building of its own in construction at the time of the property switch, this construction cannot apparently be stopped or switched or superseded by any means, which is wholly unsatisfactory since it leaves previous owner a foothold which is the whole purpose of the event exercise to deny.
Do you have any suggestion as to optimize the working of this type of event ?
